28th Infantry, National Color. The flag was presented October 31, 1861, and was given to the regiment by Philadelphia friends of the regiment. The 28th PA was composed of men from Luzerne, Westmoreland, Philadelphia, Carbon, Allegheny, and Huntingdon counties.

28th Infantry, Second State Color. The 28th PA was composed of men from Luzerne, Westmoreland, Philadelphia, Carbon, Allegheny, and Huntingdon counties. The second flag was presented to the regiment on May 23, 1865 while the troops were in camp just outside Alexandria, VA.

28th Infantry, First State Color. The 28th PA was composed of men from Luzerne, Westmoreland, Philadelphia, Carbon, Allegheny, and Huntingdon counties. Raised in June 1861, the flag was presented in March 1862 while the regiment was in Northern Virginia. On December 21, 1864 the regimental flag was raised over Fort Jackson in Savannah.

28th Infantry, Unidentified, was carried prior to Atlanta Campaign, however, unknown if carried 1864-1865. The 28th PA was composed of men from Luzerne, Westmoreland, Philadelphia, Carbon, Allegheny, and Huntingdon counties.
